1. Review of Agenda – Call to Order.

5. Theme homes have been successful in gaining support.
ii. BETHLEHEM INN – Sandra, Heather

2. They have applied for a grant to increase hours for mental health person at BI.
3. Sewer work has begun!
a. Around 15 more units will be available.
4. Dental Van is at BI today.
5. BI has one family unit at this time.
6. Hope to have transitional housing in the future.
7. Length of stay varies – average is around 33 days.

a. 2 clients from Housing Works went to a seminar on domestic violence.
b. They are looking to work with Bethlehem Inn to provide “Ready to Rent” education.
c. 1 Housing Works graduate a month has qualified for a Habitat Home.
d. They are working with Jericho Road (time trading program).

a. Different Churches do the work and pay for the food each time.
b. This is a long term weekly event.

a. Many were confusing them with COBRA insurance.
b. Didn’t like the snake image that came to mind.
c. Client used the words “Saving Grace” to describe them.
4. They are looking in the community for more private units and are considering Transitional Housing.

4. ONE NIGHT HOMELESS COUNT
i. January 24th, Midnight to 11:59PM
ii. Need people to lead in each community.
1. Suzy will contact those who did it last year.
iii. Need ideas for funds for the purchase of food to give away.
1. Next year: Maybe save some funds from Project Homeless Connect for the count.
2. Give out meal cards.

vi. Marketing:
1. Bruce Abernethy will be having progressive dinners at different shelters in Deschutes County.
a. Great way to draw in leaders of Deschutes County.
2. Need TV to broadcast the “who, what, where, when, how, and why” of the count the day before the count starts.
3. Cindy will put the ODHC on the Oregon Connect website.
4. Jo will forward count information to Food Sites.

1. Cindy will call ClearWire to get two lines; one for volunteers to call the command center and one for call in surveys.
5. PROJECT HOMELESS CONNECT
i. Who received the money?
1. Cindy can’t tell us yet because the recipients have not been notified.
2. Cindy will get the information out to the HLC as soon as the recipients are notified.
3. Media release coming...
4. All decisions were unanimous.
5. Recipients will report on the spending of the funds.
6. 10 Year Plan – Next Steps
i. 10 year plan will drive a huge systems change.
ii. Strategy:
1. Services to deal with the prevention of homelessness.
a. Mental Health Services
b. Family Services
c. Financial Assistance Services, etc.
2. Need to close gaps between services.
iii. Board will regulate agencies and their policies.
iv. Enthusiasm for the plan is growing in Central Oregon among Government Leadership and agencies.
1. Many key people are already on board.
2. Paul Carlson is already working to coordinate the 10 year plan.
v. Project Homeless Connect and One Night Homeless Count are listed as best practices for the 10 year plan.
vi. The 10 year plan will open the door for hundreds of thousands of dollars for the agencies involved.
vii. Right now we are riding the coattails of the State’s 10 year plan”

1. Proclamation of Intent
2. Advisory Task Force is formed and writes the plan.
a. Several agencies to be involved.
b. Input from front-line agencies
c. Collaborative effort.
d. If you want to be involved, please come to meetings and events.
e. Now is the time to voice your issues, needs, and vision.
7. Meeting Locations – Jo Anne will send out a survey to help us determine meeting needs/desires. Please fill it out and send it back ASAP.
