1. Review of Agenda – Call to Order.

2. Review of August Minutes – Approved.

3. Introductions
i. Number Attending: 9.
ii. Attendees Were: Nicki Mehta – Central Oregon Partnership, Sheila Pyott –Bend Area Habitat for Humanity, Suzanne Reininger - Central Oregon Resident, Marcella Edmonds – Saint Vincent de Paul, Prineville, Sarah Elliott – Deschutes County Mental Health, Bill Mahnke – Watercup Counseling Service, Melinda Ennes – FAN – Redmond Liaison, Tami Rask – Bend-LaPine Homeless Liaison, John Livingston and Jo Anne Van Antwerp – NeighborImpact.

4. UPDATES

i. BEND AREA HABITAT FOR HUMANITY - Sheila

2. They dedicated 2 homes in November.
3. 2 more to be dedicated in December.
4. They are working with veteran organizations to build a home for a vet.
5. They need applicants:
a. Monthly orientations start in January in different businesses and organizations.
i. Let Sheila know if you know of an organization that would like an orientation.
b. Send applicants their way.
c. Those interested can fill out a preliminary application online.
6. For Prineville clients, please have them contact the Re-Store in Prineville.

ii. BETHLEHEM INN – Sandra, Heather

2. They are applying for funds to build on their property and for mental health services for BI clients.

2. They are changing their name in January 08.
3. They will be less fragmented.
4. They are starting a new program in Prineville:
a. Transportation:
i. Car Ownership.
ii. Auto Maintenance Classes
iii. Free safe driving courses.
iv. Future: Insurance Assistance.
b. Free Financial Fitness Education.
i. Have clients call 541-548-2380 x 138 to register for classes.
c. Low interest loans through Community First Bank.
d. They are creating a model for use in other communities.
5. Working on other commute options:
i. Share ride – Prineville, Redmond, and Bend.
ii. East Cascade Central Line – Klamath County, La Pine, and Bend.
iii. Info Center, covered ticked sales, etc. across from Hawthorne Station in Bend.

1. Approximately 60 homeless students right now.
2. Check with schools and DHS for assistance – many programs going.
3. National Association of Education for Homeless Children and Youth – conference in Portland.
4. There is a new bill coming through in 2009 which will declare unaccompanied youth as independent students.
a. They do not have to count their parents’ income.
b. Colleges are already honoring this!

xiv. FAN – BEND/LAPINE - Tami
1. Almost 200 homeless students right now.
2. Soon getting clarification on many foster care issues.
3. Tree house advocacy

b. Transportation to school of origin

3. They are partnering with the Rotary Club to work on a kitchen and dining room for the future shelter.
a. It is a 3 bedroom.
b. They still need to get the bathroom handicap accessible.
4. Family that was in the trailer from Cascade Youth and Family is now moved into a 5 bedroom home and had their baby just after moving!
a. An elderly single lady is now living in the trailer.

1. Marcella - OHCS is having a round table discussion in Bend and Prineville today regarding housing issues.
2. John and Tami – Deschutes County Commission on Children and Families
a. Looking for community input on planning and priorities including:
i. Outreach
ii. Mental Health
iii. Housing
iv. Food and Clothing.
b. Tie outreach and services to Cascade Youth and Family Center with satellite places in outlying communities.
i. Person from LaPine will join to ensure services to outlying areas.
3. Marcella – Crook County Commission on Children and Families
a. Doing the same kind of planning.
b. Focused on the Kid’s Center at the Hospital and
c. Darkness to Light Program.
4. Nicki – Madras Community Action Team and Warm Springs Community Action Team are now their own non-profit. Nicki will invite them to the next meeting.

5. PROJECT HOMELESS CONNECT

i. PHC Final Report
1. Preliminary report was handed out.
a. Please give feedback as soon as possible.
b. Suzy will add info on:
i. RFP
1. Eviction Prevention
2. Emergency Shelter
3. Only agencies who were involved in PHC may apply.
4. Decision will be made by December 19th.
a. Decision to be made by HLC leadership and possibly a local government representative.
ii. Process of distribution for remaining funds.
iii. Vendor Survey

ii. PHC 2008
1. Saturday October 11, 2008.
2. DMV – we will talk to the State and find a way to get them there next year.

6. COTV - Talk of the Town – Monday Oct 29th.
i. Watch on BendBroadband “On Demand”
ii. Went very well.
iii. Helped to combat stereotypes.
7. 10 Year Plan – Next Steps
i. One Night Shelter Count – January 08.
1. Next meeting, on December 21st will be dedicated to this.
2. Play PowerPoint presentation of PHC at command centers.
3. Have County Commissioners and other Government Representatives there.
ii. Need to get buy-in of all Cities, Counties, etc.
iii. Sheila and Cindy will research and bring more info on next steps.
