Severe Cold Weather Emergency Shelter Plan (STEPS)

The Severe Cold Weather Emergency Shelter Plan, or STEPS, is a community response to homelessness on winter nights when the fore casted temperatures falls below 20 degrees. STEPS relies on local church partners to offer temporary shelter to individuals and families on extremely cold nights.

To find out when the STEPS plan has been activated, please call (541) 323-7118. Recorded information will provide direction to the location of the emergency shelter. These shelters are located and staffed at a local church facility in Bend. If you would like more information about your church participating in this program during the winter months, please contact one of the HLC Co-Chairs.
