Continuum of Care

The HLC serves as the Central Oregon Continuum of Care (OR-503).  As such, the HLC is responsible for fulfilling four major Continuum of Care (CoC) duties, as follows:

  1. Operation of the Central Oregon Continuum of Care (OR-503)  
  2. Designation and Operation of a Homeless Management Information System (HMIS)
  3. Continuum of Care Planning
  4. Preparation of CoC Application for Fund

The HUD Continuum of Care (CoC) Program is designed to promote community-wide commitment to the goal of ending homelessness; provide funding for efforts by nonprofit providers, and State and local governments to quickly rehouse homeless individuals and families while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness; promote access to and effective utilization of mainstream programs by homeless individuals and families; and optimize self-sufficiency among individuals and families experiencing homelessness.
